How does our IT companies do digital transformation internally ?

In current job market, many prominent companies are using the terms "DevOps Engineer". What does that means?  You really need an IT engineer that focus on technology or a cultural engineer? DevOps is a culture, not a technology.  If that basic do not know for these companies, how are they going to do so called "digital transformation" ?

     While I was talking to a friend on this subject, he was told his experience.  He had been offered many jobs in India.  During the discussions, he asked them what do you focus?  Most common answers modern technology, DevOps and digital transformation.  Since they says about these, he asked them "do you have flexible work culture?".  Response was "Of course, we do have".  Since he is from Kerala and the job locations for the interviews he attended were outside of that state, he was happy on that answer.  So, the next question from him was "can you explain that flexible work culture?  As an example, I am not an employee whom do not meet customer face to face and the clients are always other part of the world.  My meetings, discussion are happening through the virtual environment via Skype / Zoom etc.  My work time also may be adjusted to meet their needs ( such as EMEA / US hours ).  In this scenario, if I ask to work from my home in Kerala, do you agree?".  The sudden response was "NO, we do not.  However you can work from home near to our office".  Ah!!! What does that mean?  Is Kerala another country / not part of India?  Why do you don't encourage?  The reluctant answer was it's operationally not feasible. He also said that he can come to office once in a month for a day or two, if a personal meeting is really necessary.  The "NO" response for this time came from HR.

     Think about this case.  If the transformation really not taking place in the core functions of the IT companies such as HR department, how can they say that they are DevOps company?  They themselves are not having a change of mindset and culture, but they says they are DevOps company.  Isn't it weird?

     If you expect a transformation of someone, or the society or the country, the basic rule is that transform yourself.  Live like an example to show how that transformation changed you and your nearest person.  That's the only way it can make it success.  Otherwise it will be big disaster.  Companies may highlight these culture and flexibility, but when it comes to someone's real need, they oppose it for no reason.
